"exit" URL from .gov sites - link juice being denied?

I noticed while surfing some .gov sites that they are denying link juice to outbound links as follows:

Better Business Bureau link shows up like this:

h**p://www.senate.gov/cgi-bin/exitmsg?url=http://www.bbb.org

I just hope this isn't some sort of trend that other sites will soon take after!

I think that is set up with a 301 forwarder (didn't check - don't know how to), and that should pass link juice right?
